 Mr. Frank of Massachusetts, from the Committee on Financial Services, 
                        submitted the following

                          SUPPLEMENTAL REPORT

                        [To accompany H.R. 1852]

  The Committee on Financial Services submits the following 
supplemental report to clarify the wording of the statement 
related to compliance with clause 9 of rule XXI of the Rules of 
the House of Representatives. Under the heading ``Earmark 
Identification'' appearing on pages 43 and 44 of House Report 
110-217 add at the end the following new sentence: Further, 
H.R. 1852 does not contain any limited tax benefits or limited 
tariff benefits as defined in clause 9 of rule XXI.
