R. 700 _______________________________________________________________________ IN THE SENATE OF THE UNITED STATES March 9, 2007 Received; read twice and referred to the Committee on Environment and Public Works _______________________________________________________________________ AN ACT To amend the Federal Water Pollution Control Act to extend the pilot program for alternative water source projects. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Healthy Communities Water Supply Act of 2007''. SEC. 2. PILOT PROGRAM FOR ALTERNATIVE WATER SOURCE PROJECTS. (a) Selection of Projects.--Section 220(d)(2) of the Federal Water Pollution Control Act (33 U.S.C. 1300(d)(2)) is amended by inserting before the period at the end the following: ``or whether the project is located in an area which is served by a public water system serving 10,000 individuals or fewer''. (b) Authorization of Appropriations.--Section 220(j) of the Federal Water Pollution Control Act (33 U.S.C. 1300(j)) is amended by striking ``$75,000,000 for fiscal years 2002 through 2004'' and inserting ``$125,000,000''. SEC. 3. LIMITATION ON THE USE OF FUNDS. None of the funds authorized by this Act, including the amendments made by this Act, may be used-- (1) to lobby or retain a lobbyist for the purpose of influencing a Federal, State, or local governmental entity or officer; or (2) to pay for expenses related to the membership of any individual or entity in an organization or association.
