AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making 
filed by ALALATEX Broadcasters, a general partnership, seeking the 
allotment of FM Channel 257A to Cherry Valley, Arkansas, as that 
community's first local aural transmission service. Coordinates used 
for this proposal are 35-28-21 NL and 90-51-51 WL.

DATES: Comments must be filed on or before February 1, 1999, and reply 
comments on or before February 16, 1999.

    Provisions of the Regulatory Flexibility Act of 1980 do not apply 
to this proceeding.
