Take notice that Transcontinental Gas Pipe Line Corporation (Transco) tendered for filing in the referenced docket on October 15, 1999, certain revised tariff sheets to its FERC Gas Tariff, Third Revised Volume No. 1, which tariff sheets are enumerated in Appendix A to the filing. The effective date for the tariff sheets is November 1, 1999. Transco states that the purpose of the filing is to comply with the Commission's order dated September 30, 1999 in this proceeding. 88 FERC 61,311 (1999) (``September 30 Order''). In the September 30 Order, the Commission accepted, subject to condition, modification and clarification, Transco's August 18, 1999 filing to revise its authority to enter into negotiated rate transactions. The September 30 Order directed Transco to revise the last sentence of proposed Section 53.3 of the General Terms and Conditions to be consistent with bid evaluation proposals approved by the Commission in other proceedings and to ensure that the net present value evaluations of different rate forms are comparable by providing that only the fixed cost component of the usage revenue in a negotiated rate bid is included when comparing bids. In addition, the September 30 Order directed Transco to refile Section 53 of the General Terms and Conditions to affirmatively state that negotiated rates do not apply as the price cap for capacity release transactions. Transco states that the filing submits revised tariff sheets reflecting the changes required by the September 30 Order. Any person desiring to protest this filing should file a protest with the Federal Energy Regulatory Commission, 888 First Street, NE, Washington, DC 20426, in accordance with Section 385.211 of the Commission's Rules and Regulations. All such protests must be filed as provided in Section 154.210 of the Commission's Regulations. Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceedings.
