Agency Information Collection Activities: Proposed Collection;
Comment Request
ACTION: Notice and request for comments.

SUMMARY: The Federal Emergency Management Agency, as part of its
continuing effort to reduce paperwork and respondent burden, invites
the general public and other Federal agencies to take this opportunity
to comment on the proposed collection of information. In accordance
with the Paperwork Reduction Act of 1995 (44 U.S.C. 3506(c)(2)(A)),
this notice seeks comments on Federal assistance to States for the
suppression of any fire that constitutes as a major disaster.
SUPPLEMENTARY INFORMATION. Section 420 of the Robert R. Stafford
Disaster Relief and Emergency Assistance Act, Public Law 93-288, as
amended, authorizes the President to provide assistance, including
grants, equipment, supplies, and personnel, to any State for the
suppression of any fire on publicly or privately-owned forest or
grassland, which threatens such destruction as would constitute a major
disaster. Under E.O. 12148, the President has delegated this authority
to the Director of FEMA, who in turn has re-delegated the authority to
the Response and Recovery Executive Associate Director. FEMA has issued
regulations pertaining to fire suppression assistance (FSA) contained
in 44 CFR, Part 206, Subpart L.
Collection of Information.
Title: Request for Fire Suppression Assistance.

Abstract: FEMA provides assistance for fire suppression of forest
or

grassland fires, which threatens destruction to life/and or improved
property as would constitute a major disaster under Fire Suppression
Assistance (FSA). In order for FEMA to provide the necessary assistance
to States for the fire suppression program activities, the following
forms are used to collect information: FEMA Form 90-58, Request for
Fire Suppression Assistance, used by the state to provide information
to support the need for Federal assistance.
FEMA Form 90-91, Damage Survey Report, prepared by the Principal
Advisor, State Forester, and a FEMA representative upon termination of
eligible fire suppression assistance. Standard Form 424, Federal
Assistance (referred to in FEMA as their Fire Project Application)
submitted by a State immediately after FEMA's Regional Director
terminates fire suppression assistance. Standard Form 270, Request for
Advance or Reimbursement used by the State as an option to receive
funds. In addition, under Section 420 of the Stafford Act there must be
a FEMA-State Agreement. Also, a State Administrative Plan must be
developed by the State for the Administration of a Fire Suppression
Assistance Grant. The plan must designate the State agency that will be
responsible for the administration of the program and ensure compliance
with the law and regulation applicable to (FSA) grants and ensure the
administrative plan is incorporated into the State Emergency Plan.

COMMENTS: Written comments are solicited to: (a) Evaluate whether the
proposed data collection is necessary for the proper performance of the
agency, including whether the information shall have practical utility;
(b) evaluate the accuracy of the agency's estimate of the burden of the
proposed collection of information, including the validity of the
methodology and assumptions used; (c) enhance the quality, utility, and
clarity of the information to be collected; and (d) minimize the burden
of the collection of information on those who are to respond, including
through the use of appropriate automated, electronic, mechanical, or
other technological collection techniques or other forms of information
technology, e.g., permitting electronic submission of responses.
Comments should be received within 60 days of the date of this notice.
