AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making 
filed on behalf of Hualapai Broadcasters, Inc., licensee of Station 
KRCY, Kingman, Arizona, requesting the substitution of Channel 224C for 
Channel 224C1 at Kingman, the reallotment of Channel 224C to Dolan 
Springs, Arizona, as that community's second local aural transmission 
service, and modification of its authorization accordingly. Coordinates 
used for this proposal are the Dolan Springs, Arizona, city reference 
at 35-35-31 NL and 114-16-21 WL.

DATES: Comments must be filed on or before April 16, 2001, and reply 
comments on or before May 17, 2001.

SUPPLEMENTARY INFORMATION: This is a synopsis of the Commission's 
Notice of Proposed Rule Making, MM Docket No. 01-63, adopted February 
21, 2001, and released March 2, 2001. The full text of this Commission

    Provisions of the Regulatory Flexibility Act of l980 do not apply 
to this proceeding.

Proposed Rule Making is issued until the matter is no longer subject to 
Commission consideration or court review, all ex parte contacts are 
prohibited in Commission proceedings, such as this one, which involve 
channel allotments. See 47 CFR 1.1204(b) for rules governing

Sec. 73.202  [Amended]

    2. Section 73.202(b), the Table of FM Allotments under Arizona, is 
amended by adding Channel 224C at Dolan Springs, and by removing 
Channel 224C1 at Kingman.
