                          PERSONAL EXPLANATION

  Mr. ANDREWS. Mr. Speaker, I was unavoidably detained for the first 
two votes on October 9, 2002.
  Had I been present, I would have voted in favor of H.R. 3580, to 
amend the Federal Food, Drug, and Cosmetic Act to make improvements in 
the regulation of medical devices, and also in favor of H.J. Res. 113, 
recognizing the contributions of Patsy T. Mink.
